The City of the Golden Gates is the name the Theosophists gave to the capital of Atlantis in its Toltec golden age. It appears in W. Scott-Elliot, in Annie Besant and C. W. Leadbeater, and in Arthur E. Powell, and the name has spread into later Atlantis writing as well. These are the pages where I wrote about it.
The city and its water system
W. Scott-Elliot describes the city in detail on The Story of Atlantis – focus on the occult investigation of Atlantis and its sub-races:
It lay, as we have seen, on the east coast of the continent close to the sea, and about 15° north of the equator. A beautifully-wooded park-like country surrounded the city. Scattered over a large area of this were the villa residences of the wealthier classes.
W. Scott-Elliot, The Story of Atlantis

He goes on to describe the emperor’s palace on the summit of a hill, with a never-ending spring feeding canals that divided the city into concentric belts. The Civilisation of Atlantis quotes the same passage, and The Solar System – Atlantis shows that Arthur E. Powell repeats it, with canals and a water supply drawn from a mountain lake.
Founded by the Manu, lost to the black emperors
In Man: Whence, How and Whither, Annie Besant and C. W. Leadbeater say the Manu founded the City of the Golden Gates, the first of many successive cities of that name. I quote them on The Fourth Root Race.
Scott-Elliot tells how it was lost. On the same Story of Atlantis page:
No longer submitting to the wise rule of the Initiate emperors, the followers of the "black arts" rose in rebellion and set up a rival emperor, who after much struggle and fighting drove the white emperor from his capital, the "City of the Golden Gates," and established himself on his throne.
W. Scott-Elliot, The Story of Atlantis

By the time of the great catastrophe, he writes, the city had become a perfect den of iniquity, and the waves swept over it. In Beginning of the 5th Root Race, Besant and Leadbeater have a reincarnated “Metal-Man” ruling the city while the nobler Atlanteans were oppressed. On Atlantean Peruvian Civilization they note that the earlier Cities of the Golden Gates had long been under the waves, though the kings of Poseidonis still claimed their title.
Golden gates in other sources
Diana Cooper, in Discover Atlantis, gives the name another origin: a wall overlaid with gold around the Temple of Poseidon, as I quote on Temple of Poseidon. And Paul Schliemann, on How I found the lost Atlantis, the source of all civilization, claimed his grandfather’s documents held clear indications of the City of the Golden Gates.
